Angel Bangachev is a Senior Associate in the EPC team at CMS in Sofia and Head of our Public procurement practice. He has advised on a number of energy transactions and matters, ranging from renewable energy to nuclear and oil & gas. Angel is experienced in transactional work, as well as day-to-day corporate, commercial, public procurement and other regulatory support.

Angel has extensive experience in renewable energy projects, mainly PV, but also wind farm and hydro power plant projects. He has advised clients on the acquisition and the development of PV parks in Bulgaria. He has assisted clients with regulatory advice and licensing procedures before the energy regulator and has provided full scope of corporate, commercial and energy law day-to-day services to clients. He has also worked on the sale of fully developed and of operational PV projects.

Angel’s experience includes international project finance. Angel also advises on regulatory, commercial and litigation matters related to conventional electricity generation, electricity distribution and trade.

Im­port­ant changes to the Bul­gari­an En­ergy Act
As part of new changes to the Bul­gari­an En­ergy Act, par­lia­ment has agreed that the Strategy for Sus­tain­able En­ergy De­vel­op­ment will re­place the ex­ist­ing En­ergy Strategy for 2020 as part of a spe­cial fo­cus on re­new­ables and en­ergy ef­fi­ciency.
Bul­garia to re­start its fight­er air­craft ac­quis­i­tion pro­ject

Ac­cord­ing to the new Bul­gari­an Con­ces­sions Act, the gov­ern­ment shall ad­opt an or­din­ance that out­lines the re­quire­ments for de­term­in­ing the fin­an­cial-eco­nom­ic as­pects of con­ces­sions.   On 1 March 2018, the Bul­gari­an gov­ern­ment pub­lished a bill for this or­din­ance.
