One of the pioneers behind Spain's electricity reform and Chief of Staff for successive Secretaries of State for Energy between 2012 and 2015 Ignacio Grangel has joined CMS as a Partner to head up its Public Law and Regulated Sectors department.
Grangel is a State Attorney with a law degree from Universidad de Zaragoza, having also studied an advanced programme in energy law at the Instituto de Empresa.
He was Director of Legal Services at Red Eléctrica de España (REE) and until a year ago held the role of Chairman of the Iberian Electricity Market Operator (OMEL/OMIE). He is currently an independent Board Member of Enagás and Member of the Committee of Experts on Energy Transition created by way of a Council of Ministers resolution on 7 July 2017.
The crowning moment of Grangel's career to date was his involvement in the drafting of the recent Spanish energy regulation, its application in the corporate sphere and its challenge before the courts, not to mention his participation in the sale and purchase of energy-related assets and the submission of bids in international tender processes.
What's more, he has over 15 years' experience as a State Attorney for Spain's High Court and as Senior State Attorney for the provinces of Castellón and Segovia. In addition, he has sat on the board of Empresa Nacional de Residuos Radioactivos, Corporación de Reservas Estratégicas de Productos Petrolíferos, the companies that manage the gas market in Spain (MIBGAS and MIBGAS Derivatives) and the Port Authority of Castellón, having also coordinated legal assistance of the Solicitor General's Office with the Market and Telecommunications Committee and state-owned company Remolques Marítimos, S.A.
