CMS Bureau Francis Lefebvre Lyon studied the conditions under which a healthcare institution can manage a healthcare centre

Since 2009, healthcare institutions have been able to create and manage healthcare centres.

What are the advantages of such an arrangement? What are the issues? How are the activities of a healthcare centre and a healthcare institution complementary?

To gain a clearer view of the conditions that would make it favourable for a healthcare institution to manage a healthcare centre, the Ile-de-France Regional Health Agency (RHA) asked CMS Bureau Francis Lefebvre Lyon and the CERCLH (specialised consulting firm for hospital organisations) to study this model.

Conducted between January and November 2016, the study is based on data collected from seven public and public-interest private (ESPIC) healthcare establishments in the Ile-de-France which, after a diagnostic phase, were given personalised recommendations.
The summary report of the study includes generalizable recommendations for the target organisational, legal, and economic modelling of a healthcare centre annexed to a healthcare institution.

The report is supplemented by a legal reference document that specifies how a healthcare institution can legally create and manage a healthcare centre and details, in particular, the implications and constraints in terms of human and financial resources.
