David is a transport projects lawyer whose experience includes advising on transport concessions, infrastructure development and operation, rolling stock procurement and transport regulation. He has a particular focus on passenger transport projects having spent a year seconded to the Strategic Rail Authority in the UK and has extensive experience developing and operating transport infrastructure on a PPP basis.  He has a lot of experience in the UK and the Middle East and has also worked on projects throughout Europe, Africa and Asia.

  • King Fahd Causeway Authority:  advising on the development of a second causeway between Saudi Arabia and Bahrain.
  • NEOM: advising on the proposed connection between KSA and Egypt.
    Etihad Rail: on its operational arrangements.
  • Government of Mexico:  advising on the delivery of a new 1000km railway which is being delivered as a series of PPP contracts.
  • Sultanate of Oman:  advising in connection with the development of a national transport strategy for Oman, including the adoption of PPP structures to develop transport infrastructure. 
  • Republic of Guinea:  advising on its PPP develop of 670km of railway and the associated operational arrangements.
  • DP World:  advising DP World on its arrangements with Etihad Rail to develop rail access into its port at Jebel Ali. 
  • SAR: advising on the operation, maintenance and overhaul of the Mashaaer Al Mugaddassah Metro
  • SAR: on its bid for the PNU metro in Riyadh
  • Stagecoach: on the three bus operating agreements for the Birmingham Commonwealth games.
  • Mott MacDonald: advising it in connection with the Doha Metro
  • Arriva, Stagecoach and Virgin Rail on successful rail franchise bids.
  • Arriva: advising Arriva in connection with procuring £400m of diesel and electric rolling stock for its Northern franchise as well as the associated maintenance arrangements.
  • Arriva: advising Arriva in connection with procuring numerous fleets of existing rolling stock for the Northern franchise. This is the largest rolling stock mobilisation to have been undertaken in the UK.
  • Transport for London: advising in connection with procuring the rolling stock for the East London Line Extension project.
  • Korfez: advising it in connection with its acquisition of locomotives from Stadler together with the related servicing arrangements.
  • HS1:  advising HS1, the developer and operator of the high-speed railway from London to the Channel Tunnel for many years, including putting in place the arrangements so that HS1 Limited could operate as an infrastructure manager, including the track and station access agreements pursuant to which the scheme derives its revenue, the operator agreement, the HS1 Network Code and various other agreements and operational procedures.
  • Rock Rail: advising the lenders to Rock Rail on the financing of the South Western rolling stock.
  • Japanese company: advising on its bid for a rolling stock manufacture, supply and maintenance PPP with the Indian Railway Authority in West Bengal. 
  • IEP: advising Equitix and Dalmore in connection with their acquisition of an interest in IEP.
  • Arriva: advising it in connection with procuring rolling stock in The Netherlands.
  • Arriva: advising it in connection with the upgrade of rolling stock for its Merseyrail services.
  • Heathrow Southern Railway:  advising the promoters of Heathrow Southern Railway, a scheme to develop southern rail access to Heathrow on a privately financed basis.   
  • Cross City Connect: advising on the development of an alternative privately financed alignment to HS2 in south London.
  • Rail Delivery Group: advising the RDG on various industry related issues, including Brexit, a new ticketing App and an industry review of the franchise agreement.
