    On 27 Septem­ber 2019, Bul­gari­an au­thor­it­ies is­sued an amend­ment and sup­ple­ment for Or­din­ance 6 of 2014 on the rules for con­nect­ing pro­du­cers and con­sumers to elec­tri­city trans­mis­sion and dis­tri­bu­tion grids (“the Or­din­ance”).

    On 24 Septem­ber 2019, the EU Coun­cil pub­lished this 'I' Item Note giv­ing its ma­jor­ity ap­prov­al to pro­ceed with the next stage in the le­gis­lat­ive jour­ney of the “Tax­onomy Reg­u­la­tion”, be­ing in­vit­ing ne­go­ti­ations with the European Par­lia­ment.

    On 31 Ju­ly 2019 the Bul­gari­an Coun­cil of Min­is­ters de­cided to open a pro­ced­ure for the tender of Tervel Block, pre­vi­ously known as the Teres Block, loc­ated in off­shore Bul­garia. This is the third tender an­nounced for this block, as no bid­ders stepped for­ward.

    On 18th June 2019, 11 banks with col­lect­ively over $100bn in as­sets and rep­res­ent­ing nearly 20% of the glob­al ship fin­ance signed a glob­al frame­work agree­ment, called the Po­s­eidon Prin­ciples. These are dir­ec­ted to­wards meet­ing the Par­is Agree­ment’s tar­get of.

    Bul­garia pro­poses bill for set­ting up a gas ex­change mar­ket
    In line with last year's amend­ments to the Bul­gari­an En­ergy Strategy, which calls for the es­tab­lish­ment of a Bul­gari­an gas hub, and fol­low­ing re­cent dis­cus­sions between the En­ergy Com­mis­sion with the Bul­gari­an Par­lia­ment, on June 19 law­makers sug­ges­ted amend­ment.

    Bul­garia has pub­lished a bill on sup­ple­ment­ing the Cli­mate Change Mit­ig­a­tion Act, which is in line with European Uni­on le­gis­la­tion re­lated to the func­tion­ing of the EU emis­sion trad­ing sys­tem (EU ETS) and im­ple­ments Dir­ect­ive (EU) 2018/410 (14 March 2018).

    Bul­garia has pub­lished a draft or­din­ance de­tail­ing pro­ced­ures and con­di­tions for re­gis­ter­ing en­tit­ies do­ing busi­ness activ­ity re­lated to oil and pet­ro­leum products. The pub­lic­a­tion was re­leased for pub­lic con­sulta­tions that began on 27 May 2019.

    In a re­cently re­leased draft re­port, the En­ergy and Wa­ter Reg­u­lat­ory Com­mis­sion (EWRC), Bul­gari­a's util­ity reg­u­lat­or, has pro­posed a sub­stan­tial in­crease in the ref­er­ence and ac­cess to the grid price for re­new­able en­ergy, but will keep the Feed-in-Tar­iff (FiT).

    On 22 May 2019, Bul­gari­an au­thor­it­ies of­fi­cially in­vited po­ten­tial in­vestors to par­ti­cip­ate in the Nuc­le­ar Power Plant (NPP) Belene pub­lic tender. All com­pan­ies in­ter­ested in bid­ding now have 90 days to file let­ters of in­terest.
