Dear reader,

The summer break has come to an end. As the September newsletter proves, this summer was far from quiet!

We are delighted to inform you that CMS DeBacker now has two new partners. Arnaud Van Oekel is active in the national and international acquisition of businesses and assets. Pierre Slegers becomes the responsible partner for public healthcare law, a practice which covers such diverse domains as social security, public health and even the management of hospitals.

Through the adoption of the laws of 19 July 2012, Parliament contributed to a significant change in the Belgian institutional landscape: the splitting of the judicial district of Brussels-Halle-Vilvoorde and the electoral framework (published in the State Journal on 22 August 2012).

The structures of the European Union are also under pressure from the markets and the urgent financial needs in some member states. Why not look at the rapid transformation of the European Central Bank’s role over the summer?

The environment, and its corollary energy, was also a central concern of decision makers.

The European Commission and Australian authorities’ announcement, this 28 August, of their intention to merge their respective markets for CO2 quotas stands out. Is it the first step towards the global management of a global peril?

In renewable energy, all three Belgian Regions proceeded with a reorganisation, at times extensive, of their green certificate granting schemes.

Finally, please save in your diary the morning of 25 October to attend a CMS DeBacker debate on the real cost of energy – we are expecting well-known speakers.
