The ownership of water resources: the recognition of private ownership of land in the public domain

The legal consecration of the public water goes back to the Royal Decree of December 31, 1864 pursuant to which, come to be considered part of the public domain "sea ports and beaches and rivers navigable and floatable, with its banks, the canals and ditches, the artificial harbors and docks existing or in the future to be built".
