Guillermo is an Of Counsel for the Firm in the Public Procurement and Real Estate & Construction areas of practice. He has 5 years of experience in the public and private sectors. From the private sector, he has participated in advising private businesses and public entities in constitutional actions, administrative procedures and regulatory matters, as well as the design and drafting of legislative bills and regulations, and procedures before the Constitutional Court.

At the public sector, he was advisor to the Minister of Justice. He participated in Colombia’s OECD accession process with respect to the Public Governance Committee and the Working Group on Bribery. Additionally, he participated in the legislative procedure for the passage of bills relating to the judiciary and anticorruption legislation.

At the National Planning Department, he coordinated budgetary planning for the justice sector and supervised the structuring of a PPP for the penitentiary system. Furthermore, he is a professor in Universidad de los Andes, and has given short courses and conferences at Universidad Externado de Colombia and Universidad Santo Tomás de Tunja.
