Iona is a Senior Associate in the IPF team specalising in advising on large, high value infrastructure projects, including in the health, education, waste, energy and transport sectors.

Iona acts for public sector clients, investors and funders on a variety of Public and Private partnerships, allowing her to understand the key drivers from each party’s perspective, and ultimately to find a deal which works for all sides.

Relevant experience

  • NHS Greater Glasgow and Clyde in relation to design, build, finance and maintain (DBFM) agreements for Eastwood and Maryhill Health Centres, Inverclyde Continuing Care facility and Gorbals and Woodside Health Centres and the design and build (capital financed) of Clydebank and Greenock Health centres, Stobhill Mental Health Facility and Parkhead Health Centre.  
  • The Laing O’Rourke/Aberdeen Asset Management consortium on their successful bid for the NPD DBFM for a new £220m acute hospital in Dumfries, funded by EIB and Aviva.  
  • Various public sector participants for the design and build and design, build, financing and maintenance of new schools through the Scottish Government’s Schools for the Future Programme. 
  • Nord LB as a senior funder to hub South West in relation to Dalbeattie Learning Campus DBFM, Ayr Academy DBFM, East Ayrshire Learning Campus DBFM, Largs DBFM, Cumbernauld Academy and Theatre DBFM and Queen Margaret Academy DBFM.
  • Transport Scotland on its procurements of (i) the M8, M73, M74 Motorway Improvements Project (£500m); and (ii) the Aberdeen Western Peripheral Route/Balmedie-Tipperty DBFO project (£550m). 
  • Places Leisure on a number of leisure management and design, build operation and maintenance agreements in respect of various leisure facilities across the UK.
