Liam is a Senior Associate in the Antitrust, Competition and Trade team at CMS. He advises clients on all aspects of UK and EU competition law, including merger control, antitrust investigations and compliance, market investigations, subsidy control and economic regulation. Liam’s experience spans numerous sectors, but he has particular experience in complex regulated markets such as energy, financial services, telecommunications, life sciences and aviation.

Prior to joining CMS, Liam spent several years as an Assistant Legal Director at the CMA. In this role, Liam advised CMA decision makers and case teams across a wide range of matters, including numerous Phase 1 merger reviews, two Phase 2 merger reviews and several high-profile antitrust investigations. While at the CMA, Liam also spent time on secondment to the Department of Trade and Business to work on the legislation which became the Digital Markets, Competition and Consumers Act 2024. Liam started his career in the competition team of a major UK firm, where he also spent time on secondment to BT Openreach’s competition law team and the in-house legal team of one of the largest UK energy suppliers.

Lectures list

Liam is regularly asked to present lectures and talks on competition law. In recent years, he has delivered lectures at the University of Aberdeen, the University of Sheffield, the University of Dundee and the University of Strathclyde on topical issues such as Brexit’s impact on UK competition law, developments in UK and EU merger control, and the impact of the COVID-19 pandemic on competition law enforcement. As a CMA official delivered presentations to the British Retail Consortium, the Law Society and the OECD.
