5G regulation and law in Monaco

1. What is the state of 5G deployment in your country? 

Since July 9th, 2019, Monaco is one of the first states in the world to be 100% connected to 5G.

For the moment, the deployment of 5G in Monaco is done with frequencies similar to those of 4G and Wi-Fi. The only difference is the type of antennas: those used for 2G/3G/4G were permanently broadcasting, whereas those for 5G emit only according to and in the direction of the needs.

2. Are telecoms companies monetising 5G investments - or are the services provided to consumers at similar prices to 4G?  

Monaco is one of the smallest states in the world, with an area of 2.1 km2 and a dense population of 39.000 people. Due to these conditions, there is only one telecommunications company: Monaco Telecom (owned partially by the state). Its public concession was renewed on May 17th, 2021.

It proposes different packages, some with and others without access to 5G. To date, for the same data capacity, the price for 4G or 5G is similar.

3. Has 5G been launched for industrial purposes? For which sectors? 

The 5G is part of the Extended Monaco Project which should lead to a real industrial and numerical revolution. This project, and so the 5G, allows the increase of Monaco’s attractivity because of its influence on several sectors.

Industrial and financial sectors are obviously concerned by 5G. Health and security sectors also benefit from this new technology. For instance, one of the first projects linked to 5G concerned the local firefighters: 5G helps them better identify locations and types of interventions, and thus improve their efficiency.  

5G also impacts ecology by facilitating the construction of smart buildings which consume less energy.

4. What is being done to ensure that a wide range of operators and industrial companies, from small to large, have access to frequencies? 

As previously stated, Monaco Telecom is the only operator in Monaco to have access to the frequencies in accordance with the concession granted by the Government.

There is no specific regulation on 5G in Monaco.

However, the regulation of electric field thresholds for 4G is also applicable to 5G. The ordinance n. 3.020 of November 26th, 2010, pertaining to limiting the public’s exposure to electromagnetic fields sets a threshold electric fields of 6 V/m* for all radio frequency electromagnetic fields, and 4 V/m* for public mobile phone network on the entire spectrum, that is 4.5 times below the lowest limit recommended by the World Health Organization (i.e. 28 V/m).

8. What focused 5G network or spectrum sharing regulation exists? 

There are no specific regulations neither on 5G, nor on spectrum sharing.

9. Are 5G network sharing or spectrum sharing agreements in place?

10. What are or will be the rules for granting competitors access to new 5G networks once they are deployed?

11. What comments have been made regarding 5G cyber-security and possible use of Chinese technology, including regulation? 

The Government and Monaco Telecom consider that all providers have potential security vulnerabilities. Therefore, regardless of the supplier, ongoing extra vigilance is required to avoid any security problems. That is why Monaco Telecom concluded a partnership with Huawei for the development and installation of 5G in Monaco, despite remarks on Chinese technologies.
