COVID-19 travel restrictions for non-EU citizens in Hungary

Under Hungarian law, individuals may enter Hungary without restrictions with any of the following vaccination certificates against COVID-19:

• an immunity certificate issued by Hungarian authorities;
• an immunity certificate issued by a country that has concluded a bilateral agreement with Hungary on the mutual acceptance of immunity certificates (see below);
• an immunity certificate issued by a country with which Hungary unilaterally recognises immunity certificates (see below).

Under Hungarian law, in addition to the vaccines available in Hungary, COVID-19 vaccines are accepted:

• if they are accepted by the country with which Hungary has agreed on mutual acceptance of immunity certificates; and
• which are recognised by the country with which Hungary unilaterally recognises immunity certificates.

The current list of third countries that have concluded a bilateral agreement with Hungary on the mutual acceptance of immunity certificates are as follows:

• Albania,
• Bahrein,
• North Macedonia,
• Georgia,
• Kazakhstan,
• Morocco,
• Moldova,
• Mongolia,
• Montenegro,
• Serbia,
• Turkey,
• Ukraine.

From the above countries, vaccinated persons may enter Hungary without any restrictions. This includes Ukraine.

Currently, there are no third countries with which Hungary unilaterally recognises immunity certificates.

Without a COVID-19 vaccine certificate, it is still possible to enter Hungary without restrictions if the entrant possesses a business trip certificate, but only from the following third countries:

• US,
• Azerbaijan,
• Bahrein,
• United Arab Emirates,
• Georgia,
• India,
• Indonesia,
• Georgia,
• Israel,
• Japan,
• Kazakhstan,
• China,
• Kirgizstan,
• Korea,
• Russia,
• Singapore,
• Turkey,
• Ukraine,
• Uzbekistan.

Hence, a Ukrainian citizen may enter Hungary, even without a COVID-19 vaccine certificate, if able to prove the business nature of his/her trip.
