COVID-19 travel restrictions for non-EU citizens in Romania

1. Requirements for entry from non-EU countries and proof of vaccination

Entry in Romania depends on the national classification for risk areas, which is as follows:

  • “GREEN area” countries (where the cumulative incidence rate of new COVID cases in the last 14 days is less than or equal to 1.5 per 1000 inhabitants) – in this case there is no restriction on entering Romania (i.e. no antigen or PCR testing, no vaccination and no isolation measure are required);
  • “YELLOW area” countries (where the cumulative incidence rate of new COVID cases in the last 14 days is between 1.5 and three per 1000 inhabitants) – in this case, travellers are required to present a negative PCR test upon arrival, taken within 72 hours prior to arrival. If no test is provided, the 14-day quarantine measure is applicable. Children aged three years and under are exempted from the PCR test requirements. The following exemptions/limitations apply to the 14-day quarantine rule:
    • Travellers have received their final COVID vaccinations more than ten days before arrival are exempt from quarantine. Proof of vaccination must be shown, including the dates.
    • Travellers remain in Romania for less than three days (i.e. 72 hours) and present a negative PCR test, taken within 48 hours prior to arrival.
    • Travellers arrive in Romania for certain specific purposes (e.g. they are able to prove they hold a business interest in Romania, they are only transiting Romania, etc.).
    • The quarantine period may be shortened by taking a PCR test from day eight after arrival. If the result of this test is negative, the period of quarantine can end on day ten.
  • “RED area” countries (where the cumulative incidence rate of new Covid cases in the last 14 days is greater than or equal to three per 1000 inhabitants) – the 14-day quarantine is mandatory. The quarantine must take place at the individual’s domicile address or at a declared location or, as the case may be, at a dedicated location designated by the authorities. The quarantine period may be shortened by taking a PCR test from day eight after the individual's arrival. If the result of this test is negative, the period of quarantine can end on day ten.

The national classification for risk areas is updated once per week or once in two weeks. The updates may be checked on the official website of the National Institute for Public Health (file (cnscbt.ro)). Currently, Ukraine is on the GREEN list.
