Mauricio has significant experience in Mexico’s Life Sciences and Health Care sector, both as a public officer holding senior positions at the Mexican Food and Drug Agency (COFEPRIS) and the Mexican Social Security Institute (IMSS), and in the private sector, launching the Life Sciences practice in a major international law firm in Mexico City and founding his own Health Law and Public Policy Firm.

His practice focuses on life sciences regulatory matters, pharmaceutical products, biotechnology, medical devices, food, beverages and consumer products. He advises clients on their regulatory strategy concerning premarket clearance for drugs and medical devices, good manufacturing practices, certification for facilities, and borderline determination and classification of consumer products.

Additionally, Mauricio has experience in regulatory enforcement administrative procedures, controlled substances and government affairs strategy. Since 2017 Mauricio has been involved in the evolution of cannabis regulation in Mexico, providing legal advice to investment bankers and food and dietary supplements companies interested in the new cannabis market in Mexico.

  • A Fortune 500 health company on the recent Mexican government transition (2018), advising on the new key stakeholders for health regulation and healthcare public services, new government priorities, and policy future trends.
  • A global top five pharmaceutical company on the design and drafting of its regulatory strategy to launch an oncology biotechnology drug in Mexico. This includes advising on its European facilities' regulatory compliance with Mexican standards to obtain the Good Manufacturing Certificate from COFEPRIS (Mexican Drugs Regulatory Agency).
  • A major hygiene and consumer products company on regulatory compliance at its hygiene products facility in Mexico, and the regulatory strategy to transfer the manufacturing process of one of its key products from Europe to Mexico.
