The Government of Angola has recently launched a Public Tender for the award of commercial exploration, management and maintenance rights of the railroad infrastructure known as the Lobito Corridor (the "Concession"), for a period of up to 50 (fifty) years, that can be limited to 30 (thirty) years if its duration is not established in the respective Concession contract.
Tender documents (Tender Specifications, Tender Program and Investment Memorandum) can be obtained until 6 December 2021, at a cost of 50.000,00 USD, or its equivalent amount in AOA.
The deadline for the submission of any proposals is 7 December 2021. The award of the Concession will be granted in the second quarter of 2022.
The Lobito Corridor
The Lobito Corridor is the most suitable route for the transport of goods to and from the Democratic Republic of Congo (DRC) and the Republic of Zambia. This rail network is intended to be one of the main axes of circulation of raw materials and goods, including copper and cobalt, to and from major global markets, through the Port of Lobito in the Benguela Province.
Tender
- The award will be made through a Public Tender;
- The award criteria established for the tender shall be the most economically advantageous proposal;
- Interested participants are subject to the following requirements:
- Must currently manage railway infrastructures, railway cargo operations and mineral cargo terminals;
- Present an average annual revenue of the last three years of minimum 500,000,000.00 USD;
- Directly or indirectly own a minimum share of 25% in at least two railroad infrastructure, railroad cargo, or mineral cargo operation concessions. Additionally, bidders must demonstrate majority control (> 50%) in at least one of these concessions; and
- Present a total debt ratio of no more than 80%.
- The Tender will award the winner with rights to, notably
- Commercially explore, operate and maintain the Lobito/Luau rail network;
- Operate and commercially explore transportation of goods on the Lobito/Luau Rail network, including transportation of large cargo, more specifically minerals and gas (fuels); and
- Operate and commercially, explore and maintain railway workshops.
