E-Alert - Mozambique – Tender for the Mphanda Nkuwa Hydropower Project

About the Project:

The Government of Mozambique (GOM), acting through the Ministry of Mineral Resources and Energy (MIREME) with support from Gabinete de Implementação do Projecto Hidroeléctrico de Mphanda Nkuwa (GMNK), intends to select a Strategic Partner for the development of the Mphanda Nkuwa Hydropower project (“MNK” or “Project”).

The Mphanda Nkuwa Dam will be located in Tete Province, on the Zambezi River, approximately 61km downstream of the Cahora Bassa Hydroelectric Power Plant. The capacity of the hydroelectric power plant will be up to 1,500 megawatts and will include an electric power transmission line stretching 1,300 kms from Tete to Maputo. The estimated budget for this project ranges from US$4.5 to 5 billion, 60% for the construction of the dam and 40% for the power transmission line.

The project will position Mozambique as an energy hub in southern Africa.

Key Information for Interested Parties:

  1. The Strategic Partner is expected to be the majority shareholder in the incorporated Project Company that will develop the Project and invest alongside the GOM owned entities Electricidade de Moçambique (EDM) and Hidroeléctrica de Cahora Bassa (HCB), who will be representing the public sector interest in the Project.
  2. The selection process will follow the procedure of a Tender by Prior Qualification.
  3. Interested parties will be able to obtain more information, examine and collect the RFQ by sending an email to mnk.investor@gmnk.co.mz. Upon receipt of the email, GMNK shall share details related to the payment of the non-refundable amount of MZN 32.000, equivalent to USD 500. Upon receipt of the payment by GMNK, the RFQ will be shared over email.
  4. The Statement of Qualifications, in response to and in accordance with the RFQ, must be submitted on or before 3pm, local time, on the 28th February 2022.

The objectives of this process are (i) to select the strategic partner based on technical capacity, financial strength and international experience in the development of hydroelectric projects; and (ii) that the identified partner has the best profile and is suited to the sector’s strategic objectives, through a competitive and transparent process.
