Decree-Law no. 92/2020, of October 23rd
Proceeds to the 12th alteration of the General Regime of Waste Management, increasing the value of the waste management fee
The obligation to pay the waste management fee, which comes from Decree-Law No. 178/2006 of September 5th as amended Decree-Law No. 152-D/2017 of September 11th (General Regime of Waste Management) aims to encourage the reduction of waste production, stimulate the achievement of national objectives in this area and improve the performance of the sector, and also to compensate the administrative costs of monitoring the activities of entities responsible for waste management.
According to the preamble of this Decree-Law, such national objectives have not been achieved and there is no sign of changes in the behavior of economic operators and final consumers in order to reduce waste production and its more efficient management. Also, in the last 5 years, according to the same preamble, there has been a tendency for a sharp increase in the entry of waste for disposal in landfills, something that must be reversed. In line with these objectives, the present alteration to the General Regime of Waste Management increases the amount of the waste management fee.
The waste management fee, provided for in Article 58 of the General Waste Management System, assumes, as of January 1st of 2021, the value of 22 € /t (tons of waste). Such value has doubled in relation to 2020 (11€).
