The Commercial Operator of the Russian Wholesale Energy Market has announced the annual tender and its conditions for the selection of several renewable energy projects, which are to be executed from 2019 to 2023.
The tender, according to the Operator’s official announcement* made in March 2018, will be carried out in two stages. The first stage will run from 29 May 2018 to 4 June 2018, while the second stage will take place from 5 June 2018 to 9 June 2018.
The tender envisages the development of almost 830MW of wind power capacity to be delivered in 2019, 2021 and 2023; 150MW of solar power capacity in 2019, 2021 and 2022 and almost 270MW of capacity from small hydro projects in 2020 to 2023.

As in previous years, the bids for these projects must meet the requirements on localisation and maximum amount of capital expenditures (capex) for the construction of the relevant facilities. Both requirements depend on the type of the renewable energy source that will be used by the power generating facility and the year of its implementation. Only applications that are accepted in the first stage of the tender process can participate in the second stage. Only changes in the planned capex are allowed between the two stages.
The tender winners will be awarded 15-year capacity supply agreements with fixed returns on investment.
