EC: CRR Delegated Regulation
The following has been published in the Official Journal: Commission Delegated Regulation (EU) 2026/1221 of 4 June 2026 amending CRR as regards temporary targeted operational relief measures and targeted multipliers for the calculation of an institution’s own funds requirements for market risk.

The European Parliament has published a press release setting out its stance with regard to the EC’s legislative proposal for a Regulation amending SFDR and the PRIIPs Regulation. he final legislation will have to be negotiated with the Council before coming into force.

EBA: Non-adoption of draft amending technical standards on prior permission
EBA has published correspondence with the EC with regard to the latter’s non-adoption of the targeted amendments of the Commission Delegated Regulation (EU) No 241/2014 aimed at shortening the application period for reducing own funds and eligible liabilities instruments..
BIS: When machines attack – frontier AI cyber threats and policy responses in the financial sector
This FSI Insights publication considers frontier AI models’ cyber capabilities and their prudential implications for financial sector supervisors. It includes a section which analyses financial authorities’ policy responses.
ESMA: Prospectus Regulation
ESMA has published a package of materials under the Prospectus Regulation to reflect changes introduced by the Listing Act: (i) a consultation on the update of the guidelines on disclosure requirements; (ii) updated Q&As; (iii) a final report on Guidelines for supplements that introduce new securities to a base prospectus, and (iv) a final report on regulatory technical standards on key financial information to be included in prospectus summaries. These may be downloaded via the following link. Responses to the consultation are required by 9 November 2026.
BIS/IOSCO: FMIs – cyber resilience and third party service providers
BIS and IOSCO are seeking feedback from stakeholders on (i) a cyber resilience toolkit for FMIs, and (ii) a discussion paper on FMIs’ reliance on third-party service providers. Responses are required by 1 December 2026.
ESMA: Opinion – amendments to Commission Delegated Regulation 2016/1052 on buy back programmes and stabilisation measure
ESMA has issued this Opinion in response to the EC’s proposed amendments to the regulatory technical standards on buy-back programmes and stabilisation measures.
ESMA/SEBI: MoU
ESMA and SEBI have signed a MoU intended to facilitate cooperation and exchange of information with regard to the recognition of CCPs established in India and supervised by SEBI.
