New EU anti-dumping investigation into imports of Russian urea
On 25 September 2025, the EU Commission opened an anti-dumping investigation into imports of urea originating in the Russian Federation which could lead to substantial anti-dumping duties on future imports.
The product under investigation for alleged dumping is urea, with varying concentrations of nitrogen, whether or not in an aqueous solution, whether or not with additives.
The product is currently classified under CN codes 3102 10 12, 3102 10 15, 3102 10 19 and 3102 10 90 (before 1 January 2025, the product concerned was classified under CN code(s) 3102 10 10 or 3102 10 9).
Participation and deadlines
Affected parties, including exporting producers, importers and EU users wishing to comment and defend their interests, can participate in the investigations. Deadlines for participation can be as short as 7 days, so quick action is required if parties intend to participate.
