CMS bolsters its Bucharest office with the appointment of three new lawyers

International law firm CMS is delighted to announce the arrival of three new lawyers to its Bucharest office. Ionut Chisar (senior associate), Florentin Giurgea (senior associate), and Carmen Turcu (associate) have joined its dispute resolution & criminal law, insurance, and intellectual property practices respectively. 

In total, more than 10 new lawyers and tax advisers have joined the CMS Bucharest office in the last year, demonstrating a period of continuous growth for the firm.

CMS Romania managing partner Horea Popescu said, “For the CMS team in Bucharest, 2022 was a busy year, with numerous projects and many transactions in key business sectors. 2023 is set to be another busy year for our office and we are delighted to welcome Ionuț, Florentin, and Carmen to the team. Ionut Chisar specialises in criminal law and criminal compliance, and assists and represents both high-profile individuals and domestic and international companies, during all stages of criminal proceedings. He has advised in cases involving a wide range of criminal offences, mainly tax evasion, money laundering, abuse of power, embezzlement, and other business-related crimes. He was also involved in multiple complex projects, representing individuals accused of committing criminal offenses and injured parties alike, offering legal counselling, preparing and implementing various defence strategies. In 2021, his professional acumen was recognised by The Romanian Magazine of Criminal Business Law, when he was named a “Rising Star in Criminal Business Law”.

Florentin Giurgea specialises in insurance and financial matters, general commercial issues, AML/KYC, and international sanctions. He offers clients in-depth industry know-how gained from acting in the legal financial advisory market for over a decade. In recent years, Florentin has advised clients on major national and cross-border regulatory, compliance and transaction matters. He has also assisted clients in complex regulatory portfolio product restructuring, financial product design, distribution and outsourcing.

Carmen Turcu focuses on intellectual property matters, consumer protection and media, advising national and international clients in various fields such as the telecommunications and IT sectors. She has acquired significant experience in both consultancy and litigation matters, especially regarding trademarks and copyrights.
