Raluca Diaconeasa is a senior associate in the CMS Bucharest Energy team. With over 14 years’ experience, Raluca specialises in energy, oil & gas, environmental law and corporate matters with a focus on renewable energy.
Raluca has worked on some of the largest, most complex M&A transactions and projects in the energy sector in Romania to date as well as ground-breaking projects, such as the first IPO of a Romanian energy project on the Toronto Stock Exchange.
Raluca has advised on independent power projects, renewables and emissions trading, regulatory and commercial arrangements, transactions in the renewable energy and oil & gas sectors, PPAs and green certificates sale and purchase agreements, O&M agreements, regional trading arrangements, farm in and farm out agreements, regional and wholesale/retail supply issues, and power sector legislation in Romania.
As part of her wider experience, Raluca has participated and advised clients in public processes relating to EU subsidies in the renewable sector, as well as working during the implementation of the first CfD scheme in Romania and advising clients during the first and the second round of CfD.
Raluca has been working closely on drafting and/ or contributing to legislative amendments in the energy field working closely to EBRD and EFET.
Raluca advised various developers of renewable projects, including Voltalia, BP Lightsource, Enery Development, Low Carbon, Helexia, Contour Global, Entek Elektrik Uretimi, Aquila Capital, Volkswind, Scatec and many more.
