Keith is a Partner in our Energy and Infrastructure team. He has been working in the Middle East since 2005. He advises on the development of major infrastructure, power and utilities projects throughout the region. His clients include government authorities, developers and lenders. He has in-depth understanding of the utilities sector, particularly within Saudi Arabia where he has advised extensively on conventional and renewable energy IPP projects and export credit financings.

In recent years Keith has led on a large number of the region’s power and water project procurements. Many such exercises have been first-of-type, including the first solar and wind IPP projects in Saudi Arabia and the first solar IPP project in Oman. 

Keith has had the pleasure of working on projects that have received recognition and awards from the Chartered Institute of Procurement and Supply, IJ Global, Euromoney and PFI.

Keith has been recognised by Legal500 for project finance and by IFLR1000 as being highly regarded in the energy sector. He is ranked in Chambers and Partners for Middle East Projects and Energy where he is singled out for his pragmatism and deft handling of contract documentation. Clients note that he is “extremely knowledgeable, approachable with clear advice and guidance”

  • Saudi Power Procurement Company on Rounds 5 and 6 of the National Renewable Energy Programme.
  • Sponsors and lenders on the development and project financing of a wide range of project financed transactions across the Middle East, including:
    - power;
    - water;
    - transportation
    - social infrastructure; and
    - district cooling.
  • Bahrain Ministry of Transport and Telecommunications on the Bahrain Metro PPP.
  • Waste management, including energy from waste. DEWA on the procurement of multiple IPP projects in the UAE.
  • KAPP on the procurement of a programme of renewable energy projects in Kuwait.
  • REPDO on the procurement of Rounds 1 – 3 and 5 of Saudi Arabia's National Renewable Energy.
  • Oman Power and Water Procurement Company on the procurement of various conventional and renewable power projects and multiple desalination projects.
  • Saudi Water Partnership Company on various desalination projects.
  • Saudi Electricity Company on the procurement of multiple conventional and renewable IPP projects.
  • The Saudi Arabian Waste Management Authority on the development of a procurement framework including pipeline of PPP, conventionally procured and B2B waste management projects.
