Keith is a Partner in our Energy and Infrastructure team. He has been working in the Middle East since 2005. He advises on the development of major infrastructure, power and utilities projects throughout the region. His clients include government authorities, developers and lenders. He has in-depth understanding of the utilities sector, particularly within the UAE Saudi Arabia where he has advised extensively on conventional and renewable energy IPP projects and export credit financings.

In recent years Keith has led on a large number of the region’s power and water project procurements. Many such exercises have been first-of-type, including the first solar and wind IPP projects in Saudi Arabia and the first solar IPP project in Oman. 

Keith has had the pleasure of working on projects that have received recognition and awards from the Chartered Institute of Procurement and Supply, IJ Global, Euromoney and PFI.

Keith has been recognised by Legal500 for project finance and by IFLR1000 as being highly regarded in the energy sector. He is ranked in Chambers and Partners for Middle East Projects and Energy where he is singled out for his pragmatism and deft handling of contract documentation. Clients note that he is “extremely knowledgeable, approachable with clear advice and guidance”.

  • Sponsors and lenders on multiple bids for conventional, renewable energy, energy from waste and desalination projects tendered by EWEC.
  • Sponsors and lenders on multiple bids for conventional and renewable energy projects tendered by Saudi Power Procurement Company.
  • Sponsors and lenders on various water projects (including desalination and wastewater) tendered by procurers including Saudi Water Partnership Company.
  • Sponsors and lenders on bids for various district cooling projects.
  • Procurers on more than 10 conventional power projects across the GCC.
  • Procurers on more than 40 renewable energy projects across the GCC including the first solar and wind projects in Saudi Arabia, the first solar projects in Oman and Qatar and the first integrated solar and BESS projects in the GCC.
  • Offtakers on various regulatory and market restructuring exercises. 

Infrastructure

  • Sponsors on their competitive dialogue with ADIO for the development, financing and implementation of the ADEK Schools PPP in Abu Dhabi.
  • A bid to acquire two waste incineration plants from ADNOC.
  • The development of green building materials plants in the UAE and Saudi Arabia.
  • Sponsors on a bid for a road PPP concession in Saudi Arabia.
  • Sponsors and lenders on bids for various accommodation and other availability-based PPP projects in the UAE and Saudi Arabia.
  • Bahrain Ministry of Transport and Telecommunication on a proposed light rail PPP scheme.
  • The Saudi Arabian Waste Management Authority on PPP, conventional and hybrid models for waste management projects in Saudi Arabia.
  • The tendering of infrastructure packages by master developers for the implementation of large scale real estate development projects.
