Sam is an Associate in the Energy & Infrastructure team in Dubai. Prior to qualification, relevant experience includes working in EPC (Power Projects) in London and EPC in the UAE (Projects). 

This experience includes working on international renewable energy projects (particularly solar and wind projects) across the Middle East and Europe, spanning legal tendering, client advice for public and private entities, and legal documentation. Sam has also worked on utilities regulation in the Middle East and Europe, in addition to assisting with international oil & gas due diligence and documentation drafting. 

Relevant experience

  • Saudi Power Procurement Company on its Round 4 procurement of solar and wind capacity at the pre-bid submission stage. Additionally assistance provided in relation to the Round 3 legal documentation.  
  • European Bank of Reconstruction and Development with the legal documentation behind the implementation of solar and wind auctions in the Republic of Azerbaijan.
  • Apple on energy sustainability and regulations in the UAE.
  • National Grid with regulatory and licensing support.
  • Abu Dhabi National Energy Company (TAQA) in relation to its activities in the Kurdistan Region of Iraq.
  • A confidential client in relation to due diligence of the Moroccan energy market.
  • Legal documentation and research behind offshore windfarm projects in the United Kingdom, and across the EU.

This experience includes working on commercial infrastructure projects in relation to education, healthcare, and renewable energy projects (in particular solar and wind) across the Middle East and Europe. This work primarily focuses on Public Private Partnership (“PPP”) Projects and tendering in relation to public bodies.

  • The Abu Dhabi Investment Office on education infrastructure tendering.
  • The Asian Development Bank on the Ministry of Public Education of the Republic of Uzbekistan’s Request for Qualification in relation to the PPP project to design, build, finance and maintain school buildings in Tashkent, Uzbekistan.
  • Etihad Rail on the creation of a new railway between KSA and Oman.
  • A confidential client in relation to the tendering process for the financing, procuring and delivery of depots, rolling stock and intelligent transportation systems, operation and maintenance of a bus fleet, in Madinah, KSA.
  • The legal documentation and research behind the Chelsea Barracks development in Belgravia whereby CMS helped, among other aspects, to deliver 423 new homes and a leisure centre, involving the Qatari Diar Real Estate Investment Company.
