Charles is Managing Partner of the CMS Oman office and a partner within the CMS Energy, Infrastructure & Projects Group working on regional client matters. With over a decade of experience in the region, Charles’ primary practice involves advising on strategic energy and infrastructure projects, most notably in the water and power sector in both Oman and KSA. Charles has gained a strong understanding of the required procurement processes for infrastructure projects in the Middle East. This experience has been recognised by leading legal directory Legal 500 EMEA over the last several years, where Charles is named as a "Next Generation Partner" for Oman Projects and Energy.

Charles also assists a wide range of corporate clients in a variety of economic sectors, including oil & gas, hotel & leisure, mining and maritime. These matters relate to, amongst others, joint ventures, acquisitions, commercial agreements, lease agreements and service agreements.

  • Saudi Power Procurement Company in relation to its procurement of Round 4 National Renewable Energy Programme, consisting of 2 Solar IPPs and 3 Wind IPPs with total capacity of 3.2GW.
  • Oman Power and Water Procurement Company SAOC in relation to its procurement of Al Kamil and Ibri III Solar PV IPPs with combined capacity of 750 MW.
  • Petroleum Development Oman LLC in relation to its procurement of a developer for (i) a Solar IPP and (ii) two wind IPPs with a combined capacity of 300MW.
  • European Bank for Reconstruction and Development and Ministry of Energy in Azerbaijan on the design of the competitive procurement process for renewable energy auctions.
  • Oman Ministry of Energy and Minerals on its design of a legal and regulatory framework for the hydrogen and renewable energy sectors in Oman.
  • Confidential Client in respect of the acquisition of KSA entity whose assets included a solar purchase agreement with obligations to develop and operate a solar PV system.
  • Confidential Client, as offtaker, in respect of the ammonia offtake contract for a green hydrogen project in Oman.
  • Salalah Mills Company SAOG in respect of the sale by private placement of 20% of its shares to a new foreign investor.
