Ukraine approves support system for private companies assisting foreign military volunteers
Ukraine has introduced a state-funded mechanism allowing private companies to provide document-processing, insurance, accommodation, meal-related, and logistics support for foreign citizens and stateless persons travelling to Ukraine for military service during martial law.
Ukraine’s Cabinet of Ministers approved the Procedure for the supply of services with the issuance of Resolution No. 872 dated 1 July 2026. The Procedure is necessary to support the Recruitment Centre for Foreigners and Stateless Persons by regulating services connected with transportation of foreign candidates, identity documents, visas, travel documents, insurance, transportation, accommodation, meals and other services during martial law. The government set the service price at UAH 300,000 per candidate. According to the Ministry of Defence of Ukraine, payments are expected to be made in stages to mitigate risks of procedural abuse.
The new framework is important for private companies, as it creates a formal route to participate in a regulated support mechanism for foreign volunteers before they sign a military-service contract. According to the Ministry of Defence of Ukraine, private companies will provide organisational, documentary and logistical support for soldier and sergeant positions only. The foreign volunteers will be checked by Ukrainian security services and, after signing a military contract, will serve on the same terms as Ukrainian servicemen.
Who may participate and how
Only legal entities included in the electronic List of providers by the Recruitment Centre are authorised to provide the services. To be included, a company and the relevant persons in its ownership and management structure must not be subject to Ukrainian or international sanctions, must have no ownership or management links to an aggressor state, and must have no tax, salary or other mandatory-payment arrears, no bankruptcy or liquidation proceedings, and no corruption-related criminal convictions against its officials. Providers must also make a security payment of at least UAH 5 million.
A legal entity can apply to be included in the List by submitting an application together with proof of the security payment. The Recruitment Centre will review the application within ten days of receipt and notify the applicant by email. Once included, the provider signs a state contract on services with the Recruitment Centre. Before services begin, the provider collects and submits candidate information (e.g. copies of identity documents, contact details, medical records and relevant experience) as specified in the state contract. Foreign volunteers will be checked by Ukrainian security services and, after signing a military contract, will serve on the same terms as Ukrainian servicemen.
If the provider breaches the state contract (e.g. by submitting unreliable candidate information, breaching applicable law, failing to arrange logistics and documentation, or if more than 10% of candidates refuse to sign a military-service contract during the relevant annual period), the Recruitment Centre may unilaterally terminate the contract. In that case, the UAH 5 million security payment is forfeited and used to pay for the services.
Companies considering participation should review their ownership and management chain, sanctions profile, candidate-screening procedures, personal data and health data protection compliance rules, applicable law restrictions in candidate and transit countries, insurance arrangements and return logistics.
