The Cabinet of Ministers of Ukraine has approved a new strategy for the development of tourism and resorts in Ukraine. The strategy sets out the goals for the Ukrainian tourism industry, as well as the stages of development required to reach them. These include:
- harmonizing future legislation with EU recommendations regarding the development of tourism and resorts;
- attracting investments to help develop the tourism infrastructure;
- developing international relations in the tourism industry;
- creating a favourable tax regime to encourage the development of Ukrainian tourism;
- attracting foreign tourists and increasing domestic travel;
- improving the quality of tourism and resorts in Ukraine;
- forming a state database of the resorts territories;
- increasing security for tourists and travellers.
According to the strategy, state ministries, executive authorities as well as local state authorities must prepare a plan of action to implement these goals. Some local state authorities have already prepared these, including the state authorities of Lviv and Crimea.
The strategy was introduced following new legislation regulating tourism in Ukraine. A new VAT regime applicable to the tourism industry was introduced in June 2005, and a number of bilateral agreements between Ukraine and foreign states were signed in course of the last year.
The strategy sets a new pace for the development of tourism regulations that, together with new legislation in this sphere, will ensure the future development of the tourism industry in the Ukrainian economy.
