Yaroslav Pavliuk is an Associate in the Banking & Finance practice at CMS Ukraine. He specialises in debt financing, capital markets, debt restructuring, and regulatory issues. With legal education from both Ukraine and the United States, Yaroslav advises major Ukrainian and international clients on cross-border lending, asset financing, project financing, and financial services.

Yaroslav has represented significant Ukrainian borrowers and foreign lenders, including EBRD, EIB, ING Bank, Deutsche Bank, Natixis, UniCredit, and Bpifrance, across various sectors such as agriculture, energy, metallurgy, infrastructure, and education. He has also advised the Ministry of Finance of Ukraine on sovereign borrowings from foreign lenders and international financial institutions (IFIs), sovereign eurobond issues, sovereign debt, sovereign-guaranteed debt, and GDP-linked warrants.

Yaroslav brings valuable professional experience from a leading law firm in Ukraine, the National Bank of Ukraine, and the Ukrainian Parliament. He is a member of the Ukrainian Bar Association and a PhD candidate at the Institute of International Relations at Taras Shevchenko National University of Kyiv.

  • Crédit Agricole Ukraine, a wholly owned subsidiary of Crédit Agricole S.A., on its acquisition of up to 100% of the shares and voting rights of Bank Lviv, an SME-focused Ukrainian bank with its head office in Lviv
  • Green for Growth Fund on equity (minority stake acquisition) and debt investment in a Ukrainian company holding the project rights essential for the development, construction, and operation of a solar power plant
  • A syndicate of International Finance Institutions including European Bank for Reconstruction and Development, International Finance Corporation and Black Sea Trade and Development Bank, on EUR 157m financing provided to OKKO Group for the construction and operation of a private wind power project that aims to boost Ukraine’s energy security
  • Revolut, a British and European multinational challenger bank and fintech company, on global offering of its banking and financial services to Ukrainian customers, including such customers in Ukraine
  • IFU on EUR 7m investment in Bank Lviv to support small- and medium-sized companies in Ukraine
