EU opens four new anti-dumping investigations into Acetylsalicylic Acid (China), Polyvinyl Chloride (China, Korea, Taiwan, Mexico), Steel ropes and cables (India, Türkiye, Thailand) and Cellulose ethers (China, Korea)
On 23 and 24 September 2026, the EU opened four new anti-dumping investigations. These concern Polyvinyl Chloride, Acetylsalicylic Acid, Steel Ropes and Cables and Cellulose Ethers originating from different third countries, which could lead to substantial anti-dumping duties on future imports.
AD761 - Acetylsalicylic Acid
On 23 September, the EU opened a new investigation concerning Acetylsalicylic Acid originating from the People's Republic of China.
The product under investigation for alleged dumping is defined as certain o-acetylsalicylic acid (CAS RN 50-78-2).
The product under investigation is currently classified under CN code ex 2918 22 00 (TARIC code 2918 22 00 20).
AD762 - Polyvinyl Chloride
On 23 September, the EU opened a new investigation concerning Polyvinyl Chloride originating from the People's Republic of China, Republic of Korea, Taiwan, Mexico.
The product under investigation for alleged dumping is defined as certain polyvinyl chloride polymerised through suspension polymerisation (‘S-PVC’) and bulk (mass) polymerisation (‘M-PVC’) in pure form and not mixed with any other substance (‘S-/M-PVC’). The product concerned includes S-PVC classified as commodity S-PVC, extender S-PVC and specialty S-PVC. The product concerned does not include PVC polymerised through emulsion polymerisation (‘E-PVC’).
The product under investigation is currently classified under CN code ex 3904 10 00 (TARIC codes 3904 10 00 21 and 3904 10 00 81).
AD759 - Steel Wire Ropes and Cables
On 24 September, the EU opened a new investigation concerning Steel Wire Ropes and Cables originating from the Republic of India, the Kingdom of Thailand and the Republic of Türkiye.
The product under investigation is defined as steel ropes and cables including locked coil ropes, excluding ropes and cables of stainless steel, with a maximum cross-sectional dimension exceeding 3 mm.
The product under investigation is currently classified under CN code(s) ex 7312 10 81, ex 7312 10 83, ex 7312 10 85, ex 7312 10 89 and ex 7312 10 98 (TARIC codes 7312 10 81 12, 7312 10 81 13, 7312 10 81 19, 7312 10 83 12, 7312 10 83 13, 7312 10 83 19, 7312 10 85 12, 7312 10 85 13, 7312 10 85 19, 7312 10 89 12, 7312 10 89 13, 7312 10 89 19, 7312 10 98 12, 7312 10 98 13 and 7312 10 98 19).
AD760 - Cellulose Ethers
On 24 September, the EU opened a new investigation concerning Cellulose Ethers originating from the People’s Republic of China and the Republic of Korea.
The product under investigation for alleged dumping is defined as certain cellulose ethers, namely methyl cellulose (CAS number 9004-67-5), hydroxyethyl cellulose (CAS number 9004-62-0 and 80455-45-4), hydroxyethyl methyl cellulose (CAS number 9032-42-2), hydroxypropyl methyl cellulose (CAS number 9004-65-3), ethyl hydroxyethyl cellulose (CAS number 9004-58-4) and methyl ethyl hydroxyethyl cellulose, regardless of colour, physical form, or grade.
The product under investigation is currently classified under CN code ex 3912 39 85 (TARIC codes 3912 39 85 30, 3912 39 85 60, and 3912 39 85 90).
