CMS advises Avio Aero on public-private partnership agreements for a project to develop new technological innovation infrastructures

The law firm CMS Adonnino Ascoli & Cavasola Scamoni has assisted Avio Aero, an Italian company belonging to GE Aerospace, in concluding public-private partnership (PPP) agreements in collaboration with the Polytechnic University of Turin, assisted by the law firm Merani Amministrativisti, and with the participation of Leonardo S. p.A. and Thales Alenia Space with their respective in-house legal teams, as part of a project to develop new technological innovation infrastructures in the aerospace sector, funded by the National Recovery and Resilience Plan (NRRP).

The Avio Aero project, which promotes collaboration between the public and private sectors, aims to create a high-performance computing laboratory to accelerate innovation in the integration of hybrid-electric propulsion systems on aircraft with reduced environmental impact. This state-of-the-art laboratory will enable testing and validation activities by simulating and analysing the aerodynamic and acoustic response of propulsion systems. It will also enable the modelling and testing of hybrid engine architectures powered by sustainable fuels, as well as the creation and operation of digital twin models for the digitisation of components, subsystems and propulsion systems.

The CMS public finance team, led by partner Domenico Gaudiello and including counsel Domenico Musso and senior associate Giuseppe Boccalone, assisted Avio Aero in all relevant aspects, from the review of the tender documents to the drafting of the partnership agreement and the individual implementation contracts for the execution of the planned activities.

The Politecnico di Torino was assisted by Studio Merani Amministrativisti, with lawyers Carlo Merani and Andrea Cermele, for administrative law and the negotiation of the framework and implementation contracts.
