Our public procurement team is one of Norway’s largest and best qualified in the field of procurement law. Both the team and individual lawyers are top ranked by Chambers and Legal 500 within public procurement (band 1).

Our lawyers work with public procurement on a daily basis and have the experience, competence and capacity to handle all types of issues within this area.

We assist both contracting authorities and suppliers in all phases of a procurement process, including planning and execution of procurements, handling and submission of complaints and dispute resolution. We regularly work closely with clients from ‘A to Z’ in interdisciplinary teams. Our team contains former and current committee members in the Complaints Board for Public Procurement (Kofa) and we handle a number of cases for Kofa every year. We also represent contracting authorities and suppliers in a numbers of cases brought before the Courts, encompassing both standard hearings and provisional injunction proceedings at district courts and courts of appeal.

Our team has deep industry knowledge, and advices clients in a broad range of sectors, such as construction, real estate, ICT, transport, waste, energy, health, defense, consultants and personnel. We have extensive experience in all parts of the procurement regulations, including the ‘classical’ procurement regulations, the utilities sector regulations, the defense and security regulations and the regulations concerning concession contracts. Our lawyers also write articles and newsletters and lecture on procurement law topis on a regular basis.

CMS has a large and extremely competent team which handles complex and sophisticated procurement matters in an excellent way.
