Monaco looks set to follow France and the EU by introducing legal protections

Government bill No 987 of 10 December 2018 concerns the protection of whistle-blowers in the field of labour relations.

Under the proposed legislation, some businesses may be required to adopt specific procedures, subject to new criminal penalties for those who fail to do so.

The bill also proposes to create a new criminal offence of obstructing whistle-blowing and disclosing the identity of whistle-blowers, along with two grounds for exemption: whistle-blowers will be immune from criminal prosecution for malicious accusation or breaching professional secrecy.
