Luis Fernández has more than 13 years of experience focusing his practice on the energy sector, where he has built a strong reputation for designing, negotiating, and implementing sophisticated corporate and contractual structures for major energy projects, including electricity generation. 

He advises domestic and international clients on complex regulatory matters, off‑take arrangements, project development, renewable and conventional energy mergers and acquisitions, and project finance. 

More recently, Luis has expanded his practice to the mining sector, where he advises on regulatory matters, the acquisition of mining rights including net smelter royalties and streaming arrangements and a broad range of corporate issues. His unique combination of regulatory insight and transactional expertise positions him as a trusted advisor for clients navigating Mexico’s evolving energy and natural resources landscape. 

Luis has also played an active role in shaping Mexico’s energy policy, advising the Ministry of Energy and the National Energy Control Center (CENACE) on key elements of the country’s energy reform, including the implementation of the Wholesale Electricity Market, the restructuring of CFE, and the design and rollout of the Long‑Term Auctions.
