For more than 13 years, Luis has focused his practice on the energy sector, earning a strong reputation for designing, negotiating, and implementing sophisticated corporate and contractual structures for major energy projects, including electricity generation. He advises both domestic and international clients on complex regulatory matters, off-take transactions, project development, renewable and conventional energy M&A, and project finance.

More recently, Luis has expanded his practice to the mining sector, where he advises on regulatory matters, acquisition of mining rights (including net smelter royalties and streams), and a broad range of corporate issues. His unique combination of regulatory insight and transactional expertise positions him as a trusted advisor for clients navigating Mexico’s evolving energy and natural resources landscape.

Luis has also played an active role in shaping Mexico’s energy policy, keeping clients at the forefront of regulatory changes and market opportunities. His experience includes advising the Energy Ministry and the Market and System Operator (CENACE) on the implementation of the Wholesale Electricity Market, the restructuring of CFE, and the design and rollout of the Long-Term Auctions—cornerstone elements of Mexico’s energy reform.

  • Iberdrola on the operation of ongoing projects and on the definition of commercial strategies under the new legal framework.
  • ENEL Green Power on the definition and implementation of geothermal electricity projects within the new electricity industry.
  • Solar Century on the development of various solar projects in Mexico.
  • Mexico Power Group on the devleopment of various wind farms for generating electricity for self-supply throughout Mexico.
  • Fastgas on its participation in a public bidding called by CFE for the transportation of natural gas in Baja California.
  • Engie on its participation in Round 1.3 of the oil and gas licensing rounds called by the National Hydrocarbons Commission.
