Løkken holds a master’s degree in law from the University of Oslo. He authored a master`s thesis titled “The Starting Point of the Limitation Period for Selected Claims: An Analysis of When the Limitation Period Begins to Run for Claims Related to Options, Administrative Decisions, and Instalment Payments”.
