CMS supports the strategic advisor to the Solidarity Transport Hub Poland

4 March 2021

International law firm CMS has been advising IIAC, the operator of the Incheon Airport in Seoul, following its selection as the strategic advisor to Centralny Port Komunikacyjny sp. z o.o., the operator of the Solidarity Transport Hub Poland (CPK).

IIAC will support CPK in developing the concept and assumptions for the construction and operation of the airport component of the transportation hub. CPK’s co-operation with the Incheon Airport operator may become part of a broader co-operation between Poland and South Korea. The framework of the co-operation is set out in an agreement that has just been signed between the two countries. Experts from South Korea will form part of an integrated team comprised of members of the CPK staff and third-party advisors. The team is working on the new central airport project to be built in Baranowo, located strategically between Warsaw and Łódź.

“Our sincere congratulations to the Incheon Airport operator on the deal with CPK. The execution of the agreement marks a new stage in the development of this extremely ambitious infrastructural project. IIAC has over 20 years of experience in managing Seoul airport, which has been ranked by Skytrax in fourth place among the world’s top airports. It seems that this experience will prove invaluable in planning and executing the CPK project as both Incheon and CPK are based on similar concepts and involve similar development phases, which Incheon has already completed and CPK still has ahead of it”, says CMS partner Marcin Bejm.

The first element of the co-operation between IIAC and CPK will be a baseline report to be prepared by the strategic advisor. This report will contain a detailed description of key experience in: operational management of the airport, integration of the airport with the railway system, phasing of the project, development of the Airport City, as well as the approach to innovation and risk management.

The scope of CMS’s work for IIAC included advising the client on the competitive dialogue procedure, bid submission and execution of an agreement with CPK.

The CMS team was led by Marcin Bejm, and included Angelika Szufel, Piotr Gałązka, Paweł Ura, Alicja Smyklińska and Barłomiej Ślemp.
