Andy is an Associate in the Infrastructure, Construction and Energy (ICE) Disputes team at Holborn Law LLC, a member of the CMS Holborn Asia formal law alliance with CMS Singapore. He regularly advises and represents clients in both contentious and non-contentious matters, with a focus in matters in relation to infrastructure, construction and engineering projects.

Andy’s contentious work experience includes representing construction firms at all levels of the Singapore Courts. Andy also has experience in international arbitration under the rules of the Singapore International Arbitration Centre.

Andy has acted as lead counsel for developers, multinational companies and local contractors in adjudication proceedings under Singapore’s Building and Construction Industry Security of Payment Act (Cap. 30B) and has advised clients on standard form contracts such as the PSSCOC and SIA contracts.

In light of China’s economic presence in the region, Andy recognises the importance of written Chinese and Mandarin and has honed his proficiencies in this regard.

A leading South-Korean construction & engineering multinational company in adjudication proceedings arising out of a development project at the Singapore Caldecott Thomson-East Coast Line Station and in SIAC arbitration proceedings against its sub-contractor arising out of a development project at the Suntec City in Singapore.
A façade contractor in court proceedings involving the setting aside of an adjudication determination under the Building & Construction Industry Security of Payment Act on a rare ground of fraud in the reported decision of Facade Solution Pte Ltd v Mero Asia Pacific Pte Ltd [2020] SGCA 88.
A luxury hotel & resort developer in the execution and administration of a luxury golf resort development project in Singapore valued over SGD 100 million, including potential claims against its consultants, potential claims by its contractors and the termination and calling of the performance bonds of errant contractors.
A Chinese construction company in SIAC arbitration proceedings against its main contractor arising out of a public residential development project in Saudi Arabia, where the language of arbitration is Chinese.
A leading mechanical & electrical engineering specialist in adjudication proceedings arising out of a development project at the Singapore Outram Community Hospital.
A Singapore-incorporated subsidiary of a Malaysian listed engineering services group in court proceedings against its sub-contractor arising from the abandonment of works across nine development projects sites in Singapore.
A multinational engineering professional services consultancy firm, advising on the termination and release of its sub-consultant in respect of a project involving the development of the Singapore Eastern Region Line Depot and Station.
