Virginie Dor has been head of the public law department at CMS Belgium since 2015. Over the years, she has specialised in providing legal support for large-scale public projects, including public procurement, PPPs and concessions. Since September 2022, she has also been head of CMS's global public procurement practice.
She assists public authorities and companies with the tendering and execution of public projects on a day-to-day basis.
She advises contracting authorities and companies in all sectors on both advisory and litigation matters. She has developed strong expertise in supporting complex projects in the life sciences, construction, IT, and energy sectors.
She handles cases and litigates in French, Dutch and English before national and international courts.
She is the author and co-author of various publications and books on public procurement law. She also regularly delivers training courses and seminars. Virginie is a member of the board of directors of a renowned non-profit training association specialising in public procurement, and lectures for this organisation.
She has served two terms as an expert in the European Commission's Expert Group on Public Procurement. In this capacity, she provided legal advice and shared her practical vision and specific expertise to assist the European Commission in developing EU public procurement policy.
Finally, she is also a member of the WILL (Women in Law and Leadership) board, where she has been actively training and coaching young female lawyers on a pro bono basis for almost 10 years.
