Ignacio Astarloa is a Consultant of the Public Law & Regulated Sectors department at CMS Albiñana & Suárez de Lezo. He has been practising as a lawyer since 1981 and specialises in administrative, constitutional, parliamentary and autonomic law, rights, freedom and security, technical regulation and the drafting of laws.

Being an attorney of the Spanish Parliament appointed via public examination, since 1983 he has advised the Chairman, Committee and Advisory Board of the Congress of Deputies, the Full House of Representatives and the Justice, Regulatory, RTVE Control, Public Authorities, Health and Consumption and Culture Committees.

Dedicated to teaching since 1978, Ignacio has lectured at Universidad Pontificia de Comillas, UNED and Carlos III de Madrid, delivering courses on numerous legal disciplines such as employment law, Autonomous Community law, parliamentary law and, especially, administrative law and constitutional law.

Moreover, he was also director of Constitution and Institutions at the Analysis and Studies Foundation (FAES).

Among other recognition, he has been awarded the Great Cross of Saint Raymond of Peñafort (1996), the Constitutional Order of Merit (1997) and the Great Cross of the Royal Order of Isabel la Católica (2004).

Ignacio is a Fellow of the Royal Academy of Jurisprudence and Legislation.

Relevant experience

  • Responsible for the drafting of numerous legal texts, including the Spanish Insolvency Act, Political Parties Act, Organic Law on the Judicial Power and the European Order of Warrant and Surrender (Euro Order).
  • Legal opinions and projects on the distribution of competencies among the State and Autonomous Communities, including the drafting of the Statute of Autonomy of the Community of Madrid.
  • Adviser for the new legal statute of the Communal Olive Producer Estate.
  • Legal opinions and proposals on the parliamentary and legal control of the National Securities Market Commission (CNMV).
  • International consultant for the development of programmes on institutional empowerment, legal security, democracy and human rights in Ibero-American countries and the MERCOSUR.
  • Former member of the Board of Directors of International IDEA as well as others such as the Spanish Post Office and SEGIPSA.
  • Chairman of the Advisory Council of Lefevre-El Derecho.

Publications

  • Author of countless publications, with the Technical Regulation Report and an article entitled The reform of the Congress Regulation and legislative proceedings among the most recent.

Lectures list

  • Ignacio has led numerous courses and seminars, as well as regularly presenting at conferences and participating in meetings and workshops in Spain and abroad. Among his most recent subjects covered are lobbying, cyber security, legal security in Latin America, anti-terrorism policies, the transposition of the European Services Directive and intellectual property regulation.
