Enrique has more than 25 years of experience advising clients throughout all stages of infrastructure projects, including conceptualization and structuring, participation in public bidding procedures or private contracting, development and construction, as well as project financing and day‑to‑day operation once projects are completed.
He has advised construction companies on their participation in public tenders and private contracts for infrastructure projects in Mexico, various Latin American countries, and Spain, and has also represented the federal government and state governments in connection with public bidding processes and the awarding of concessions and long‑term services agreements for infrastructure development.
His experience includes the preparation and negotiation of public‑private partnership (PPP) agreements, procurement and construction contracts, and infrastructure project finance. Enrique has participated in several projects recognized nationally and internationally for their complexity and innovation, including hospitals, prisons, and the closure of the world’s second‑largest landfill, as well as the utilization of biofuel generated from such landfill for electricity production.

In over 20 years of professional practice, he has advised on some of Mexico’s most significant real estate developments and continues to represent clients as a trusted adviser on important developments and investments for domestic and international organisations.
He has represented landowners, developers and investment funds on complex lease arrangements, as well as on the sale and purchase of commercial, industrial, residential and corporate properties.
He has significant experience advising on the legal aspects of property development in Mexico, as well as the structuring of associations, trusts and companies between developers, landowners and institutional investors.
