CMS Woodhouse Lorente Ludlow (CMS Mexico) is pleased to announce the promotion of José Antonio Ruiz Porte Petit to Counsel, effective January 1, 2026.
The appointment reflects his strong track record, technical depth, and leadership within the firm’s Projects and Infrastructure practice, as well as his sustained contribution to some of Mexico’s most complex and high-profile infrastructure, energy, and project finance, supporting clients throughout the full lifecycle of their investments. José Antonio joined CMS Mexico in 2020 and has since played a key role in advancing the firm’s capabilities in these sectors.
José Antonio focuses his practice on project development, finance and regulatory matters, with a particular emphasis on highly regulated industries, including infrastructure, power generation and oil & gas. He has extensive experience advising public entities, project sponsors, developers, and financial institutions on the structuring, procurement, financing, and development of large-scale, strategic projects across multiple sectors. His recent experience includes landmark initiatives such as Tren Maya, Chalco Santa Martha Trolleybus, Escolín fertilizer plant, Parque Aztlán, and Los Cabos Desalination Plant, among others. He has worked closely with leading domestic and international clients, including Mota Engil, Grupo Indi, Aleática, as well as a broad range of local and international banking institutions, supporting both sponsors and lenders in complex project finance and infrastructure transactions.
José Antonio is widely recognised for delivering strategic, end-to-end legal support throughout the full project lifecycle—from initial structuring and procurement, through construction, operation, financing and refinancing, and, when necessary, dispute resolution—positioning him as a trusted advisor in the projects and infrastructure market.
“José Antonio’s promotion to Counsel reflects his technical ability and leadership in the projects and infrastructure practice, as well as our firm’s strong commitment to developing internal talent. This promotion further strengthens our Projects and Infrastructure team and positions us to continue leading the market.” Enrique Lorente Ludlow, Partner at CMS Mexico.
