José Antonio focuses his practice on project development, regulatory, and finance specialized on several industries, such as, infrastructure, power, and oil & gas (upstream and downstream). He has a wide experience advising both public and private entities in the structuring, tendering, implementation, and development of projects such as railways, roads, hospitals, power facilities, hydroelectric projects, refinery, and exploration and extraction projects, in different kind of schemes (public work, CPS, PPS, and APP). José Antonio has participated in the representation of lenders and developers in financing and collateralization of several energy projects. Additionally, he has advised domestic and foreign clients in the negotiation of development agreements, compliance with applicable laws and regulations, and representation in disputes related to governmental contracts. 

Prior to joining the firm, José Antonio worked in an international law firm and in a boutique law firm specialized in public procurement matters and administrative litigation related to infrastructure and energy projects. Likewise, from 2011 to 2015, while serving in Secretaría de la Función Pública, he was involved in different procedures concerning public procurement such as conciliation, administrative sanction to bidders, suppliers, and contractors, protest during public biddings, among others.

  • Representation of FONATUR in the structuring, tendering, and implementation of Mayan Train, a 1,552 km train in Southeast Mexico.
  • Representation of syndicate of lenders in the financing and collateralization of a solar power facility with a capacity of 100 MW, located in Coahuila, Saltillo.
  • Representation of a developer and sponsors in the financing, collateralization, and development of a limited recourse financing of a steam and power cogeneration facility located in Altamira, Tamaulipas.
  • Representation of an operator in the first-ever combined transfer of the operatorship of a Mexican oil block approved by Comisión Nacional de Hidrocarburos, with a transfer of interest in an Exploration and Extraction Contract.
  • Representation of purchasers and sellers in negotiation and drafting of Base Contracts for the Sale and Purchase of Natural Gas under North American Energy Standards Board (NAESB).
  • Advised in the preparation of the winner bid proposal for the construction of the main building of the airport in Mexico City.
  • Representation of a contractor of Secretaría de Comunicaciones y Transportes in disputes related to the development of the Guadalajara Light Rail System.
  • Representation of a contractor of Comisión Federal de Electricidad in the administrative litigation related to a project for the construction of transmission and distribution infrastructure.
