Marcia is a partner at CMS Mexico with more than 15 years of experience in project finance and public‑private partnership (PPP) matters. Her practice is primarily focused on the development of infrastructure projects, closely linked to administrative and public law, particularly public procurement.
Her work also spans related areas such as energy law, environmental law, and project finance, allowing her to provide comprehensive advice on the regulatory, contractual, and financial aspects of infrastructure development through an integrated and strategic approach.
Marcia advises key public and private stakeholders in the infrastructure sector, including federal and local authorities, developers, leading construction companies, investors, and financial institutions, and has been involved in some of the firm’s most complex and socially significant projects.
She is distinguished by her active participation throughout the entire lifecycle of infrastructure projects—from structuring and procurement processes to contract negotiation, financing, and ongoing support during implementation, positioning her as a trusted advisor on projects with lasting social impact.
Her key clients include the Ministry of Infrastructure, Communications and Transportation (SICT), the National Infrastructure Fund (FONADIN), and major private‑sector players such as Mota‑Engil México, Grupo INDI, and Grupo ICA. Marcia is fluent in Spanish and English, is an active member of AbogadasMX, led the firm’s inclusion in the Women’s Empowerment Principles (WEPs) in 2022, and serves on the CMS Latam Diversity and Inclusion Committee, playing a key role in the recently launched Dione+ initiative

Marcia has advised clients on the implementation of various clean energy projects for state and municipal governments. She is well acquainted with the applicable laws and regulations in the energy and environmental sectors, and has ample experience in obtaining the necessary permits and authorisations for the implementation of such projects before the Energy Regulatory Commission (CRE), the Federal Electricity Commission (CFE) and the Federal Aviation Administration (DGAC), among others.
