For the past 13 years, Marcia has focused her legal practice on projects that includes/comprises the participation of the private sector for the development of infrastructure and services traditionally carried out by governmental entities. As a leader of the industry, Marcia has advised the broadspectrum of market participants, from federal and local public entities, to developers, top tier construction companies, investors and financial institutions. 

Her practice covers the structuring and implementation of long-term infrastructure projects under different legal frameworks, including concessions, public works, public-private partnerships, among other legal and contractual arrangements commonly used for these purposes. In addition, she has advised clients for the preparation of unsolicited proposals and (public) biddings under the Mexican PPP Law.

Among the most notable projects in which she has activelyparticipated are the granting of the concession for the solid waste landfill known as the “Bordo Poniente IV Etapa” (the largest landfill of its kind in Latin America), the modernization of seven Multimodal Transfer Centers (CETRAM’s) located in Mexico City and the structuring and implementation of the Metropolitan Public Park known as “La Mexicana”. 

Currently, Marcia is a leader for the team that advise the Mexican Federal Government on the design, structuring, tendering and implementation of its flagship project “Tren Maya”. In 2019, Marcia was promoted as Partner.

Relevant experience

  • A consortium made up of Mexican and European companies for the structuring and bidding of a waste-to-energy project with solid waste from Mexico City.
  • Mexico City Government on the structuring and implementation of a new legal framework in order to develop a programme for the renovation of 8 transport hubs in Mexico City, through the selection of the investors and the awarding of concessions for the use for profit of public property.
  • Mexico City Government on the structuring and implementation of a new strategy for an existing concession granted by the Mexico City Government, in order to include the development a direct access from Mexico City to the new Mexico City International Airport.
  • Mexico City Government on a PPP project for the closure of the main waste landfill in Mexico City (the largest in Latin America), and recovery and concession of the methane gas to generate electricity for self-supply purposes.
  • Grupo INDI on the granting of a concession of public properties for the design, construction, operation and maintenance of an underground parking lot and additional commercial services.
  • Banco Interacciones on the development of a public private partnership for the generation of electricity from wind power in Agua Prieta, Sonora, to be used for municipal self-supply.

Energy & Climate Change

Marcia has advised clients on the implementation of various clean energy projects for state and municipal governments. She is well acquainted with the applicable laws and regulations in the energy and environmental sectors, and has ample experience in obtaining the necessary permits and authorisations for the implementation of such projects before the Energy Regulatory Commission (CRE), the Federal Electricity Commission (CFE) and the Federal Aviation Administration (DGAC), among others.
