New guidance from the Ministry of Digitalisation and Public Governance

The Ministry of Digitalisation and Public Governance published, on 25 August 2026, a new guidance document on how central government entities can design their internal whistleblowing procedures. The guidance document replaces the Ministry’s previous guidance from 2015.

Since 2015, several changes have been made to the whistleblowing rules, and all central government entities should therefore review their whistleblowing procedures and assess whether they are in line with the recommendations set out in the Ministry’s new guidance. To a large extent, the guidance will also be relevant for other public sector employers, such as municipalities.

The guidance also contains useful information on the rules concerning impartiality, access to documents, and confidentiality in connection with the handling of whistleblowing cases. Anyone working with whistleblowing matters may therefore benefit from reviewing the guidance.
