Bethel Paredes is an associate in the Administrative and Regulatory Law practice at CMS Grau. She specialises in providing strategic legal advice on administrative and regulatory matters to both domestic and international companies operating in the electricity and hydrocarbons sub-sectors.
She has solid experience in handling technical and regulatory queries related to the energy sector (electricity and hydrocarbons), public services, and environmental matters. Bethel has been involved in legal advisory work for the development of electricity projects, including generation using both renewable and conventional energy sources, transmission infrastructure, and rural electrification initiatives. She has also participated in the drafting and review of electricity supply contracts (Power Purchase Agreements – PPAs) and fuel supply agreements.
Her professional background includes managing procedures for obtaining enabling titles — such as concessions, authorisations, licences, and permits — before various public authorities, primarily the Ministry of Energy and Mines (MINEM), the Supervisory Agency for Investment in Energy and Mining (OSINERGMIN), and Regional Governments. She also has experience in handling environmental certification processes.
Bethel holds a Law degree from the Universidad Nacional Mayor de San Marcos, and undertook an academic exchange at the Universität zu Köln (Germany). She has furthered her professional development through the Management and Regulation Programme in the Electricity Sector at UTEC and the University Extension Programme offered by OSINERGMIN, which have enabled her to build a strong academic foundation in electricity regulation.
