Carmen Beltrán is a counsel in the Real Estate and Construction practice at CMS Grau. With more than 20 years of experience, her practice focuses on legal advice and the strategic management of projects and initiatives related to infrastructure and public services, for both public and private sector organisations.
Carmen has led the design, implementation, and execution of legislative proposals, plans, and public policies, serving as Legal Manager at Petroperú, the Superintendencia Nacional de Bienes Estatales (SBN), and Fondo Mivivienda, as well as General Manager at COFOPRI and the Autoridad Nacional del Agua (ANA). She has also held key roles at the Ministerio de Vivienda, Construcción y Saneamiento, the Sociedad Nacional de Infraestructura y Construcción, PRODUCE, the Ministerio de Educación, and the Ministerio del Interior, among others. Her career is defined by strong institutional management experience, with a focus on governance, integrity, and risk management.
Carmen holds a Master’s degree in Finance and Corporate Law from ESAN Graduate School of Business and a law degree from the Pontificia Universidad Católica del Perú, where she also completed the Governance and Public Innovation Programme. She has additional training in leadership, executive development, and administrative, regulatory, and environmental law.
She is also a postgraduate lecturer in executive skills, public management, international negotiation, and project management at institutions such as Centrum PUCP, Universidad del Pacífico, Universidad Continental, and the Fundación de la Academia Diplomática del Perú, among others.
