Dyanella Salas is an associate in the Aviation practice at CMS Grau. She has experience providing legal advice to domestic and international airlines on regulatory and operational matters relating to their operations in Peru, as well as in proceedings before aviation authorities. 

Her experience includes reviewing and analysing aviation regulations, including the Civil Aviation Act, its Regulations and the Peruvian Aviation Regulations (RAP). She has also been involved in the preparation, review and follow-up of operating and flight permits, as well as matters relating to charter flights and special operations. In addition, she has advised on code-sharing agreements, changes to flight schedules and authorised aircraft, and has participated in administrative proceedings before the General Directorate of Civil Aviation (DGAC). Her practice also includes advising on consumer protection matters in air transport and participating in proceedings before INDECOPI concerning flight cancellations, rescheduling and changes. 

Prior to joining CMS Grau, Dyanella worked in the Legal and Corporate Affairs Department of SKY Airline Perú S.A.C., where she provided legal support on matters relating to the airline's operations. In this role, she gained first-hand experience of the legal and regulatory framework applicable to the aviation industry in Peru. 

Dyanella is a lawyer qualified at Pontificia Universidad Católica del Perú. She also completed an academic exchange programme at Universitat Pompeu Fabra (Spain) and has undertaken specialised training in Consumer Protection. 

Relevant experience

SKY Airline Perú S.A.C. | Advised on corporate, administrative, consumer protection and compliance matters; handled complaints and claims before INDECOPI and managed submissions through the relevant filing office. 

Copa Airlines | Advised on aviation regulatory matters before the General Directorate of Civil Aviation (DGAC), including operating permits, flight permits, charter flights, aircraft additions and flight schedules. Also advised on sanctioning proceedings before the National Superintendence of Migration and responded to requests from Peruvian authorities. 

KLM Royal Dutch Airlines | Advised on regulatory proceedings before the DGAC in connection with its operations in Peru, including aviation authorisations, code-sharing agreements and compliance with requirements relating to guarantees. Also advised on responses to information requests from the Public Prosecutor's Office and the National Police. 

Air France | Advised on regulatory and administrative matters relating to its air operations in Peru, as well as on compliance with requests from national authorities. The work included coordinating with international teams to collect and submit information requested by the Public Prosecutor's Office and specialised units of the National Police. 

Northern Air Cargo (NAC) | Advised on matters relating to the airline's operations at Jorge Chávez International Airport, including dealings with Lima Airport Partners (LAP). Provided support in obtaining and collecting permanent access credentials, as well as processing temporary vehicle access authorisations for restricted airport areas. 

LNA | Advised on aviation regulatory matters before the DGAC in connection with international air cargo operations. The work included the submission and follow-up of flight schedules, aircraft additions, provision of supplementary information and responses to requests from the aviation authority. 

Aerorepública / Wingo | Advised on regulatory matters before the DGAC concerning the validity and expiry of operating permits and the guarantees associated with such authorisations. Also provided defence and legal advice in administrative sanctioning proceedings before Migraciones relating to the immigration documentation required for transported passengers. 

TGP | Advised on aviation regulations and monitored amendments to the Peruvian Aviation Regulations (RAP), with a particular focus on RAP 314 – Aerodromes. The work included analysing new regulatory obligations and preparing compliance matrices to determine their applicability and implementation.
