Flor Ballesteros is an associate in the Mining, Natural Resources and Sustainability area at CMS Grau, bringing over 15 years of experience advising the mining sector on legal matters related to permitting, regulatory compliance and environmental management. Her practice focuses on providing comprehensive legal support throughout the lifecycle of mining projects, from exploration through to closure, with in-depth expertise in the regulatory framework governing the industry.

Flor’s professional career has been largely shaped within the public sector, where she has held strategic roles in key regulatory bodies including the Ministry of Energy and Mines (Minem), the Environmental Assessment and Enforcement Agency (OEFA), the Ministry of the Environment (Minam), and the Supervisory Agency for Investment in Energy and Mining (Osinergmin).

She has played an active role in the development and refinement of public policies and regulatory instruments for the sector, and has been involved in the evaluation of environmental management tools, technical dossiers and administrative sanctioning procedures. Her experience also encompasses the review of supervisory reports, inter-agency coordination, and legal advisory services for mining projects aimed at securing permits and authorisations.

Academically, Flor holds a Law degree from the Pontifical Catholic University of Peru and is currently pursuing a Master’s degree in Mining Regulation, Management and Economics at the same institution. She complements her academic background with specialised studies in mining law, environmental management and environmental impact assessment. This unique combination of regulatory experience and technical sector knowledge enables her to deliver strategic legal advice tailored to the real-world needs of the mining industry.
