Julio Vidal is a partner in the Infrastructure & Projects area at CMS Grau. With over 25 years’ experience, he provides strategic legal advice on the structuring, assessment, and management of investment projects through public-private partnerships (PPPs), particularly in the health, sanitation, transport, and urban infrastructure sectors. His expertise also encompasses the regulation of public services and the design of public policy in the fields of water and transport.

In the public sector, he has held key positions in entities linked to sanitation and private investment promotion. Notably, he served as Chair of the Creditors' Committee of EMFAPATUMBES, where he led the country’s first PPP-based private management model for sanitation services.

Julio has contributed as a consultant in the drafting of regulatory frameworks and legislative proposals, including as a member of the review commission for the Sanitation Services Law Regulation and the technical team behind the Law for the Modernisation of Sanitation Services and its complementary regulations.

A qualified lawyer from the Pontificia Universidad Católica del Perú (PUCP), Julio also holds a master’s degree in Finance and Corporate Law with a specialisation in Public Services Regulation from ESAN Graduate School of Business. He has taught postgraduate and executive programmes on PPPs, regulation, and infrastructure management at PUCP and Universidad del Pacífico.
