Lucía Bellido is a senior associate in the Administrative and Regulatory practice at CMS Grau. She has over 12 years of experience advising companies on regulatory and administrative matters, with a particular focus on the telecommunications and technology sectors. 

Her practice includes handling administrative proceedings and regulatory inspections, analysing new regulations and developing strategies to mitigate regulatory contingencies. She also advises on obtaining concessions and authorisations, liaising with public authorities, and contracts related to technology and infrastructure projects. She has been involved in high-value transactions, including a satellite capacity purchase agreement and a sale and leaseback of telecommunications towers. 

Before joining CMS Grau, Lucía worked as a Regulatory Specialist at the Ministerio de Transportes y Comunicaciones, where she participated in regulatory reform processes and matters relating to radio spectrum regulation, and as Regulatory Counsel at Entel Perú, where she led regulatory and contractual matters and sanctioning proceedings before OSIPTEL. 

Lucía holds a Law degree from Pontificia Universidad Católica del Perú and an LL.M. from Pritzker School of Law, Northwestern University. She also holds a Certificate in Business from IE University and has completed a specialisation in Corporate Governance, Compliance and Crisis Management at Universidad del Pacífico.

Relevant experience

Ministerio de Transportes y Comunicaciones (MTC) | Advised on regulatory reform concerning radio spectrum usage targets, negotiations on international roaming rates among Andean Community countries, and the drafting of the Reglamento de Reorganización del Espectro Radioeléctrico Nacional. 

Entel Perú | Advised on the strategic negotiation of interconnection agreements with operators, generating annual savings, as well as on the development of defense strategies in sanctioning proceedings before OSIPTEL, reducing regulatory contingencies by 30%.
