Anti-corruption recommendations for public tenders have been issued by the Central Anticorruption Bureau.
The recommendations highlight some of the main irregularities which can occur during the tender process and provide guidelines on avoiding them.
The main recommendations include:
- a precise division of tasks between the members of tender committee
- limiting the possibility of informal contact between contractors, contracting authorities and members of the tender committees
- using uncompetitive procedures only in the circumstances allowed by public procurement law
- announcing publications about tenders not only in the compulsory places but also in widely available newspapers and special websites
- introducing uniform and clear provisions about when a procurement contract can be modified after it has been entered into
